I just cannot imagine professional HR people at my former workplace warning new employees off because there are social cliques. It is such an unprofessional, subjective way to describe the workplace. I might, however, in an interview for this company ask the question " how would you deal with workloads that seem unfair? "
It is a management problem when workloads are not distributed evenly, which is the problem the OP describes. I guess the management has chosen to accept this as a ongoing fact of work there.
