As others have pointed out, the genie is out of the bottle. Unless one could get it pulled down on copyright issues any effort to pull it down is probably futile. And I assume that the guy has the copyright on his plans so that's a non-starter since he's not likely to file a takedown request if someone else posts the plans elsewhere. The Anarchist Cookbook was originally published in 1971. The world hasn't come to an apocalyptic violent end in the ensuing 47 years. It's not going to come to an end now either.

    edited to add:
I see that jp mentioned that book, too.

A sibling of mine used to check out The Anarchist Cookbook and other eyebrow-raising tomes from time to time just for fun. We're on a watch list somewhere; I'm sure of it.

Tempus fugit, things change. We're awash in guns and knee deep in bad actors; best to hunker down. And vote.

Seems like a distraction for those who are not informed nor care to be and seems to be a discussion we already had here:
    http://www.simplelivingforum.net/sho...t=pistol+rifle

So he can't give it away due to export restrictions, however he can sell it next to the Anarchist Cookbook, the government surplus store copy of improvised munitions, right next to the cheaper, much more accurate then a 3d printed gun, 80% lowers and rifle/pistol parts.
