I understand from KHQ News that Cosmic Crisp is in fact available in some stores. There is a facebook page that may help one learn where to buy the apples, but I don't trust facebook, so I have passed on that "resource".
At a given grocery store, it may be possible to look up the Produce Manager and ask if/when the Cosmic Crisp apple will be available at that store.
I camped out all night in the cold waiting to buy one.

Sunday was the official shipment launch for Cosmic Crisp, an apple developed at Washington State University’s apple breeding program in Wenatchee. The Dec. 1 date was designed to give the apple plenty of time to establish sugars in the fruit. A small amount of Cosmic Crisp apples have been available for several months at local farm stands.
My therapist told me the way to achieve true inner peace is to finish what I start. So far today, I have finished two bags of M&Ms and a chocolate cake. I feel better already!
