It would appear he's encouraging everyone to wear a mask in public while simultaneously refusing to use government action to force them to do so, and preventing local dictators as well. I can appreciate that.

So if a county requires masks, you want that enforceable by rule of law and what that entails? (threat of use of force)
I think it’s a good idea to mandate masks because most people would probably just comply. Enforcement is a entirely different story and would probably just lead more police brutality. Unless you just fined people.
I sometimes wonder if there isn't something in the water here in the middle of the country. Reading the ultra-conservative local paper makes me scratch my head. I try to understand that viewpoint but it is like trying to understand an ultra-religious viewpoint. My brain works differently I guess. On that point, I don't get the big deal about masks - wear one for a couple more months in crowded public places until we get this thing figured out.
In my State, the local County Health Officer is empowered by the law to impose and enforce restrictions to protect the public health. The law also provides for an appeal process.
The law does not provide for the Governor to simply threaten or overrule the Health Officer. To do so would be the real act of a dictator.
