Bernie was definitely being Bernie. And very practical given the weather there yesterday. And appropriately socially distanced... I've loved some of the memes that have placed him all over the planet (and universe).

Personally I hate hats. When I lived in the cold world I much preferred ear muffs. And maybe a hood.
Here was the article in VT Digger. I was so enchanted by this story.
(I have a pair of repurposed wool sweater mittens made by a Vermont crafter myself--but mine are a lumberjack plaid. They're super warm!)

I don’t like hoods at all because they don’t stay up and they don’t really keep my ears warm. I like a head wrap around my ears I don’t need an entire hat or a head covering.
The thing about pockets is they’re dangerous when you have ice around. One of the cute things about my elderly parents was that they would, when they’re going out in the winter, remind each other to keep their hands out of their pockets.
You need your hands out to balance yourself if you start to fall.
Totally get the "hands out of pockets" for ice and balance, etc. I like pockets for the storage - LOL. If I ever find a really good sale on cargo pants and shorts - watch out!
