When I applied for my RealID driver's license, my laminated Social Security card was not accepted a ID because it... was laminated. It made a second trip to the licensing office necessary. Yay. Picture of my vaccine card (both sides) on my phone and we're good to go.
Curiously, when my neighbor passed away recently, pretty much everyone (Social Security Administration, VA, insurance companies, etc.) seemed to be just fine with his laminated Social Security card....

I know that for purposes of completing an I-9 Employment Eligibility Verification Form, required of all US employees, a laminated copy of SS card was not acceptable and as you said above, the same was true for a RealID. That has made me leery of laminating any important documents.
My social security card was covered with clear contact paper in 1985 when I got it. No one has ever rejected it.
