Sometimes those first initial outings after a great loss are the hardest to face. Personally, I don't think I see any way that SOMEONE won't offer condolences or happy birthday wishes. It would be great if she came, simply so she would be "getting out". Otherwise, I also agree with the one-on-one visit.

So what was the plan? What did you end up doing?
Cousin and I had a couple of conversations, and it became clear to me she was not comfortable in that setting, despite having opportunities for rides and being surrounded only by family. So I left it alone after that, but I did take TooMuchStuff's suggestion and sent her Wicked Good Cupcakes for her birthday. If any of you are Shark Tank fans, you might be familiar with this cupcake brand that Mr. Wonderful invested in. I had an extremely good experience ordering online, and my cousin LOVED them. I definitely recommend them, especially if you live in the Northeast.
I also had a lengthy conversation before the party with Cousin #2, who couldn't make it because she's a full-time caregiver for my aunt, her mother. But we both talked about getting together soon. She lives pretty close by Cousin #1--it's a 5 hour drive for me, but I do plan on picking a date and planning to see both cousins before July.
The party itself was just great. Almost all my local cousins and spouses and even kids came and it just reaffirmed to me how some families can be extremely supportive and loving, and how lucky I am to be part of one.
