Seems like he's planning some kind of bait and switch. How can he possibly be open to freezing their nuclear weapons program, if the U.S. comes for talks with them? This is not who he has been for a very long time. Is he thinking that Trump would never send anyone to talk to his people? Something's rotten in Denmark.
