What gun safety violation are you referring to? Prior to the metal detectors being set up I'd guess there were several weapons on the house floor during each session, especially after the Puerto Rican terrorists shot up their chambers back in the 50's.
What are the current laws in Washington DC for carrying concealed firearms?
And what are the regulations on the Capitol grounds?
I mean, heck, I'm carrying a gun right now, and routinely carried one when running public meetings as an elected official, but it's all legal here.
Trying to hand off the gun to a random colleague does t seem like good gun safety. And since the dude he attempted to ha d it to felt the need to decline it would seem like a bad plan.
House rules have prohibited guns on the house floor for decades. A responsible gun owner would know where they are allowed and act accordingly.

When I go into the restricted area of the Courthouse here, there is a lockbox where you store any weapons you have, before you proceed further. Easey-Peasey.

Indeed. Since bringing a gun on the floor of the house has been against the rules since long before he became a congressperson he should have had a plan for where to store the gun when going to the floor. Alan is likely right. He’s probably been violating the rules since day one of his life as a congressperson.
