I'm also a little confused Xmac. I'm happy the military is notifying Congress regarding their operations. It lends an air of transparency and allows Congress to make accurate assessments when considering future budget matters. Regarding "who is notifying who" I think the day Congress starts telling the military how to run operations is the day we had better all practice our duck and cover moves.
