I have a very cheap phone that is billed to my CC of $11.50/mth which includes 911 fee.
I have the phone for emergency use only so use it once a month at most and don't need expensive data plans.

Problem - So many places have special apps for smart phones that allow one to gain further info such as at the museum exhibits with extra info accessible to smart phones.
Question: would an ipod enable the apps for further info at these sites in lieu of a smart phone and avoid any expensive data, roaming fees etc.

Assume my non-techie level of knowledge with advice

Yes, a WiFi enabled iPod is a smartphone, without the phone.

And you can even use an iPod Touch as a phone reasonably well, with Google Voice or Skype - that's what my wife used as her "cell phone" for years, since we have almost no cell phone coverage anywhere here, but most places she is at have wifi coverage.

I use my free Google Voice number along with an app called Talkatone (http://www.talkatone.com/) to turn my iPad into a perfectly functional phone.
