Non-working water softener questions

Our Surge water softener isn't working. Unfortunately, the brine tank is full of salt. its my understanding we'll have to empty that out and make sure things at the bottom aren't clogged. I also used a pole into the salt, to make sure there wasn't a salt bridge.

I turned the dial to "manual regeneration". I did put the handle to bypass service.

The dial is going around through the various steps, but nothing is happening.......so water sounds......nothing.
Does anyone know if a clogged brine tank would act like this?

Any suggestions?

We'll empty out the brine tank this evening.
