Now, an explanation: An odd little creature, Sam-I-Am, spends the entirety of the book pitching green eggs and ham, an unappetizing dish, to a skeptical audience. With every page the pitch grows more elaborate. Would you like them on a boat? With a goat? In the rain? On a train? Surely there must be some context in which green eggs would be appealing? Sam-I-Am just needs to find it.
The modern day Sam-I-Am is the Democratic Party/Media trying to sell scandal against Orange Man through the Epstein files, they just haven't found a way to close the deal yet. But they persist. It hasn't worked yet on a plane, it hasn't worked yet in the rain. etc., etc.,.
