I see that as part of his farewell tour President Biden is declaring the ERA is now ratified as the 28th Amendment and that the National Archives should publish it as such, although he will not order them to do so.
If that were truly the case, wouldn’t that have occurred many years ago? Or even earlier in his own term? Is there any merit in his claim, or is this one last desperate attempt at claiming a place in history?
