No, not at all. I can't speak for the entire state but in the Greater Cincinnati area where I live there were something just short of 7000 illegal aliens detained by ICE in the past year. I suspect the other major metropolitan areas had similar numbers.
I think what confuses people is that they believe ICE only operates in states such as Minnesota and California because that's the only places their favorite narrative builders tell them about. If states like Minnesota and cities such as Minneapolis didn't spend so much time and effort actively defying ICE's role in immigration enforcement you probably wouldn't hear about them either.
