Are they oblivious, or deliberately rude? I encountered yet another person in a public space who either doesn't see, or pretends not to see, that there are others waiting.

This time it was in the local coffee shop where, like most of these places, the creamer/sugar area is all in one tiny counter area. Middle aged female customer in front of me pours the creamer in her coffee, but there's really no room for anyone else to move up til she leaves. Instead, she finishes and then decides to take out her cell phone and stand there and read her email or Facebook or god knows what. Her head is down and I finally get her attention by moving up as close to her as I could and not be accused of accosting her. Then she lets out a sigh and moves out of the way. Oy.
