How would you enforce something like that?

I wonder if it means the social platforms need to put SOMETHING in place that acts as a barrier. Then their job is done. Sort of like net nanny web software you can get. There are always ways around it of course.

which reminds me back in the day at work, I was part of the team that tested our net nanny software. My friend said I was the luckiest person in the world that I was assigned to search for porn while being paid at work, ha ha.
