Because Apple doesn't play well with Android and doesn't much care about the universal standard for messaging. At one time virtually all messaging used SMS (short messaging service), a text only messaging protocol. Then along came MMS (Multimedia Messaging Service) which added the ability to add pictures, videos, etc. SMS/MMS has now been replaced with RCS (Rich Communication Services) which combines SMS/MMS with additional features such as showing you when someone is typing and read receipts. It has now become the universal messaging standard.
Apple's proprietary iMessage service does the same things, but doesn't fully integrate with the universal standard. All messages sent using iMessage are converted to SMS when interacting with a non Apple appliance, therefore losing all the richer features both Apple and Android support. Google has been working with Apple for several years trying to get them to make iMessage more universally compliant but they haven't yet shown any interest in doing so.
