Does Congress have any authority over the physical building outside of appropriations? Also, I'm not sure about historic precedence since I'm not aware of any of the many changes to the physical building being made without the use of taxpayer funds, and as for public opinion, do we really know what the majority of the public thinks about it?

Personally, I'll be disappointed if the addition overwhelms the image of the White House itself, but I'm not sure I have or deserve standing in the decision.
